How to Fix Apple Intelligence Downloading Stuck on iPhone?

Apple Intelligence can stuck on Downloading when the iPhone has not finished pulling the on-device models Apple Intelligence needs. That does not always mean Apple’s servers are down. The phone may be unsupported, short on storage, using mismatched language settings, or waiting for the model download to finish under better conditions.

Apple Intelligence can stay on Downloading when the iPhone is unsupported, low on storage, using mismatched languages, or unable to finish the local model download cleanly.

Apple’s setup requirements are strict: the iPhone has to support Apple Intelligence, run a compatible iOS version, have enough free storage, and use the same supported language for the device and Siri. If any of those pieces are off, the download can look stuck even though the real issue is eligibility or setup.

1. Confirm the iPhone Supports Apple Intelligence and Has Enough Storage

On iPhone, Apple Intelligence requires an iPhone 15 Pro, iPhone 15 Pro Max, or an iPhone 16 model or later. It also needs iOS 18.1 or later and about 7 GB of available device storage for the Apple Intelligence models.

  1. Confirm that the phone is an iPhone 15 Pro, iPhone 15 Pro Max, or any iPhone 16 or later. Regular iPhone 15 and iPhone 15 Plus models do not support Apple Intelligence.
  2. Go to Settings > General > Software Update and install the latest available iOS version.

  3. Open Settings > General > iPhone Storage.
  4. Free up space if the iPhone is close to full.

Apple Intelligence needs current software and enough local storage for its on-device models.

If the iPhone is unsupported or short on storage, fix that before troubleshooting the download itself. If the phone is supported and has space, give the model download the right conditions.

2. Keep the iPhone on Wi-Fi and Power While the Models Download

Apple says the on-device Apple Intelligence models begin downloading after Apple Intelligence is turned on, and the download time can vary. The fastest setup happens when the iPhone stays connected to Wi-Fi and power.

  1. Open Settings > Apple Intelligence & Siri.
  2. Make sure Apple Intelligence is turned on.

  3. Connect the iPhone to a reliable Wi-Fi network.
  4. Plug the iPhone into power.
  5. Leave it connected for a while instead of repeatedly turning Apple Intelligence off and on.

If the download finishes after the phone stays on Wi-Fi and power, it was not truly stuck. If it still sits on Downloading, check the language setup.

3. Match the iPhone Language and Siri Language

Apple Intelligence requires the device language and Siri language to be the same supported language. Apple also notes that if you change Siri language, Apple Intelligence may be unavailable until the new Siri language fully downloads and matches the device language.

  1. Go to Settings > General > Language & Region.
  2. Confirm that the iPhone is using a supported Apple Intelligence language.

The iPhone language and Siri language must match before Apple Intelligence can finish setup correctly.
  3. Open Settings > Apple Intelligence & Siri.
  4. Set Siri Language to the exact same language as the iPhone language.
  5. If you changed Siri language, stay on Wi-Fi and power while that language finishes downloading.

If Apple Intelligence starts moving after the language match, the download was blocked by setup requirements. If the languages were already correct, force a clean model download.

4. Restart the iPhone and Re-Download Apple Intelligence Models

Apple says turning off Apple Intelligence removes the on-device models from the device. That makes toggling it off and back on the cleanest way to trigger a fresh model download after the phone, storage, Wi-Fi, power, and language requirements are already correct.

  1. Restart the iPhone once.
  2. Go to Settings > Apple Intelligence & Siri.
  3. Turn Apple Intelligence off.

  4. Wait a moment, then turn Apple Intelligence back on.

Re-enabling Apple Intelligence forces the iPhone to download the on-device models again.
  5. Keep the iPhone on Wi-Fi and power while the models download again.

If the download completes after the fresh pull, the local model data was likely stale. If it still does not finish, check whether Apple Intelligence is actually available for that device and region.

5. Check Region Rules Before Repeating the Download Loop

A phone that cannot activate Apple Intelligence in its current region state may keep moving between Downloading, unavailable, or incomplete setup messages. Apple still lists specific availability rules for China mainland, including devices purchased there.

  1. If the iPhone was purchased in China mainland, compare it with Apple’s current Apple Intelligence availability rules.
  2. If the iPhone was purchased outside China mainland but is being used there, check whether the Apple Account Country or Region is also set to China mainland.
  3. If the phone shows a country or region warning instead of only Downloading, handle that availability message first rather than repeating the model download steps.

If the phone falls under Apple’s current region restrictions, a fresh download will not override that. If the device is fully eligible and still stays stuck, contact Apple with the exact setup details.

6. Contact Apple with the Download Details

At this point, Apple Support will have a clearer case if you can show that the iPhone is supported, updated, has storage, uses matching supported languages, and still cannot finish downloading the models.

  1. Open the Apple Support app or go to support.apple.com/contact.
  2. Tell Apple your exact iPhone model, iOS version, available storage, device language, Siri language, current region, and Apple Account region.
  3. Mention whether you already turned Apple Intelligence off and back on to force a fresh model download.

Once Apple Intelligence finishes downloading, leave the phone on the same language setup for the first test. Most repeat download stalls come from low storage, interrupted Wi-Fi or power conditions, mismatched Siri language, or the iPhone not being fully eligible for Apple Intelligence in its current setup.
